11. No female shall reside in a San Hak Chan (SD).
12. No person intending to proceel abroad as an assisted emigrant as defined in the Asiatic Emigration Ordinance, 1915, shall reside in any other boarding house than a San Hak Chan and no licensee of a boarding house other than a San Hak Chan shall allow any such emigrant 10 reside in his boarding house,
13. The licensee of a Ku Li Kon (F) shall be entitled to make a maximum charge of 50 cents per guest per day for hoard and lodging, The licence shall state whether such boarding house is for male or female guests and guests of a sex other than that stated in the licence may not be accommodated therein.
14. A Ku Kung Ngoi U (I) shall be reserved solely for the housing of employees of the employer or firm whose naine appears on the licence.
15. Residence in a Hang Shan Kun (1) shall be permitted only in accordance with the approved rules of the Kun.
16. The Secretary for Chinese Affairs shall keep a register of all boarding houses in accordance with Form 2 in the First Schedule herero or in such other form as may be substituted therefor.
17. Before a licence can be issuel for the use of any premises as a boarding house, an application giving the following particulars must be inade to the Secretary for Chinese Affairs :-
(1.) Name, age, and description of applicant.
(2.) Situation of preinises sought to be registered.
(3.) Under what classification as standardized in Rule 1.
(4.) If part only of a house what floors are to be used as a boarding house.
18. The Secretary for Chinese Affairs shall transmit each application for a new licence or for removal of premises or for an addition of a floor to the Head of the Sanitary Depart ment who shall cause the premises specifiel therein to be inspected with a view to ascertain. ing the sanitary condition of the preinises and their suitability for use as a hoarding house.
19. If the Head of the Sanitary Department is satisfied that the sail premises are suitable for the purpose, he shall inform the Secretary for Chinese Affairs accordingly who may then if he thinks it issue a licence to the applicant in the appropriate form (Forms 3 to 9 in the First Schedule hereto) for the use of such premises as a boarding house for such number of inmates as the Head of the Sanitary Department may prescribe.
20. Every boarding house licence shall expire on the 31st October following its issue.
21. In the event of any licensee of a boarding house desiring to remove to other pre- mises or to transfer his licence to some other person or to include an additional floor he must apply to the Secretary for Chinese Affairs for the necessary permission. In the event of such application being approved a licence to that effect shall be issued to the applicant subject to the payment of the appropriate fee specified in the Second Schedule hereto.
22. The licensee of a boarding house shall at all times keep his boarding house in a clean and wholesome condition. He shall cause the premises thoroughly to be swept at least once a day and to be kept well ventilated. He shall not allow the premises to be occupied between the hours of 11 p.m. and 5 a.m. by a greater number of persons than is stated in the licence.
23. The licensee of a boarding house shall cause all filth and house refuse or other offensive matter to be removed from his house daily.
24. The licensee of a boarding house shall cause the internal walls and ceiling of every part of his premises to be thoroughly cleansed and limewashed during the months of May and November in each year. In the case of boarding houses of Class I only the limewash- ing may be dispensed with on production of a certificate from the Head of the Sanitary Department stating that it is unnecessary.

25. In every floor of a boarding house a notice shall be posted in a conspicuous place stating the number of persons which the floor may legally accommodate. This Rule shall not apply to boarding houses in Class I.
26. The licensee of a boarding house shall not allow any person to occupy or use any portion of his premises for any immoral purpose.
27. The licensee of a boarding honse shall not permit persons of had character to be on his premises and he shall maintain and enforce good order and decorum therein.
28. The licensee of a boarding house shall keep a register in such form as inay be approved by the Secretary for Chinese Affairs showing the name, age, sex, occupation and native place of each lodger and, except in Classes V and VI, the date of his arrival and departure and his destination. In the case of a Class IV boarding house the register must state whether the lodger is or is not an assisted emigrant, as defined by the Asiatic Emigra. tion Ordinance, 1915. The licensee of a boarding house shall also keep a register in such form as may be approved by the Secretary for Chinese Affairs showing the name, sex, age and occupation of every person employed either temporarily or permanently in or about such boarding house.
29.-(1.) The licensee of every boarding house in Class IV shall furnish to the Secretary for Chinese Affairs two copies of a photograph of every emigrant referred to in section 16 of the Asiatic Emigration Ordinance, 1915.
(2.) Such photographs shall be taken by some photographer approved for this purpose by the Secretary for Chinese Affairs, and no photograph taken by any photographer who has not been so approved shall be deemed to be a compliance with this regulation.
30. The licensee of any boarding house in which emigrants are housed shall report at once to the Secretary for Chinese Affairs any instance in which be suspects that a person is being induced to emigrate by fraud, intimidation or force, or is not a free emigrant within the meaning of the Asiatic Emigration Ordinance, 1915.
31. Every boarding house shall be open at all reasonable hours to the Secretary for Chinese Affairs, the Captain Superintendent of Police, the Harbour Master, the Head of the Sunitary Department, and to any person specially deputed by any of the said officers to inspect such boarding houses.
32. Any boarding house licence may be withdrawn or suspended by the Secretary for Chinese Affairs at any time if in the opinion of that officer the licensee has ceased to be a fit and proper person to keep such boarding house or if the licensee fails to observe the rules relating to boarding houses for the time being in force or any of the conditions of his
licence.
33. The licensee of a boarding house shall reside on the licensed premises and shall not absent himself therefrom without the leave of the Secretary for Chinese Affairs. The licensee of a boarding house shall not, sub-let or part with the possession of any portion of the premises covered by his licence nor use the same for any purpose other than that of a boarding house of the class for which it is licensed.
34. A copy of all rules in the English and Chinese languages relating to boarding houses for the time being in force shall at all times be kept posted in a conspicuous place on each floor of every licensed boarding house to the satisfaction of the Secretary for Chinese Affairs.
35. Every licence shall be subject to any alterations or amendments of the rules which the Governor in Council may at any time make and to any conditions endorsed on such licence.
36. The rules made by the Governor in Council under Section 44 (1) of the Asiatic Emigration Ordinance, 1915, Ordinance No. 30 of 1915, on the 31st March, 1916, and published in the Gazette on the 31st March, 1916, as Government Notification No. 181, as amended by the rules made by the Governor in Council on the 3rd August, 1916, and published in the Gazette on the 4th August, 1916, as Government Notification No. 341, are hereby rescinded.
